Lessons from Texas – Incentives and Market Design

Following an extreme winter storm and record low temperatures, between the 15 and 18 of February 2021, severe power shortages affected about 4 million customers in Texas. Texas operates its own stand-alone electricity grid, the Texan Interconnection. ERCOT, the system operator, was forced to implement rolling load shedding of up to 20 GW and operated the system in emergency mode until the morning of 19 February, when warmer temperatures and a reduction in generation outages allowed restoration of the demand-supply balance.
